Rubio is a Contemporary Chicano Artist, born and raised in the West Side of San Antonio, Texas. As an arts organizer, Rubio has instructed and coordinated local community-based public art programming through non-profit arts organizations. Rubio has mentored area high school youth in studio art techniques, public art commissions, and early exhibition experience with Community Cultural Arts Organizations including the Guadalupe Cultural Arts Center, San Anto Cultural Arts Organization, Contemporary MOSAIC Student Artist Program, and the San Antonio Street Art Initiative, Youth Arts Program.
Rubio’s artwork has been exhibited locally at the San Antonio Museum of Art, the McNay Art Museum (San Antonio), and the Contemporary at Blue Star (San Antonio). Rubio’s work is also featured in national touring exhibitions, including those of the private collections of Cheech Marin and Joe A. Diaz.
Rubio has received national recognition with grants from the Joan Mitchell Foundation and the Vermont Studio Center Fellowship. Rubio has been awarded International Artist-in-Residency opportunities and received the Artpace, London Travel Grant, and the Contemporary at Blue Star- Berlin Residency.
In March 2011–20, Rubio founded and curated R Space and Rubio Gallery-South, which presented the debut exhibitions of undiscovered, developing, and emerging local artists.
Memoria/Memory (2025) is a monumental mural by artist Rubio located in Houston’s East End made in collaboration with artist Vincent Valdez and an extension of the exhibition Vincent Valdez: Just a Dream. The mural is dedicated to Theresa Santana Valdez (1947–2020), the artist’s mother and features her favorite bird and flower. As children, his mother passed down to Vincent and his siblings that a cardinal sighting was an ancestor coming back to visit and guide living family members.
Vincent Valdez and his early mentor and artist Rubio in partnership with CAMH and the East End Cultural District created a Spring Break Mural Intensive project that engaged Houston-area teens, based in the East End. Rubio is the San Antonio muralist who first brought Valdez to mural painting at ten years old. They worked together as friends and colleagues for ten years until Valdez left Texas for art school. The Spring Break Mural Intensive continues this legacy of mentorship and passes along the tradition of mural painting to a new generation.
